Friday afternoon in the Missouri House of Representatives, God gave us a miracle!
There's not much that I'm thrilled with regarding legislation this session, but this is a major miracle & I can't sit by without giving thanks & praise to Him and the humans who were willing to stand in the gap for our kids!
Representative Bill Hardwick filed HB700 which would've protected employees as well as our school kids from being required to take mRNA vaccines. His original bill made it through both House committees, but Majority Floor Leader Jon Patterson refused to bring it to the floor for debate and a vote.
As a result, Rep. Hardwick chose to take the portion pertaining to school kids and add it as an amendment onto an education related bill. It was a big mountain to climb. Honestly, I had pretty much given up hope that it could happen.
he did it...and it passed!
SB 199, an education related bill sponsored by Senator Holly Rehder, had already made it through the senate and was up for debate in the House. Representative Bishop Davidson was handling it and he made a motion to add a large amendment that addressed several different things.
Rep Hardwick rose to inquire of Rep. Davidson and ask questions about his proposed amendment. While he was speaking, Hardwick's vaccine amendment was filed (thank you Rep Mazzie Boyd for the assist!) and offered as an "amendment to the amendment."
Rep Hardwick's presentation of his amendment was wonderful. The PQ halted all conversations about it and brought the issue to a vote. Thankfully, Hardwick called for a roll call vote, which records each legislator's vote. I've shown those votes below.

In the video, Hardwick mentions the Governor having the opinion that we shouldn't require Covid vaccines. He posted that opinion publicly on Twitter in the fall of 2022. He stated clearly that the government should not require Covid vaccines in schools.
We'll see if Governor Parson will stick to his word or try to squirm his out of protecting our kids to keep Pfizer happy.

what's next?
I wish I could tell you that this was a done deal but we still have a ways to go. The bill now will go back to the Senate. Since it originated in the Senate and now has been changed by the House, the senate has 3 options. In order to pass a bill, BOTH chambers (House & Senate) have to agree on the final form - including every tiny detail.
When SB 199 is back in the senate, these are the options:
- Senate leadership could refuse to even take it up for a vote. This would kill the bill and our amendment.
- Senate leadership can refuse to adopt all the changes, but send it to a Conference Committee, consisting of 5 from the House & 5 from the Senate. The committee would meet, make a deal and then take the final version back to both chambers for a final vote.
- Senate leadership can choose to bring it up AND bring it to a vote.

We only have 96 hours of session left. Time is running out & we need this amendment to pass for the sake of our kids! Please pray that God moves more mountains for this amendment to pass!

You can help make your wishes known by making 2 phone calls and sending 2 emails. Tell them why you DON'T want schools requiring any type of mRNA vaccine and we want to keep Rep Hardwick's amendment to that effect. Be sure to politely ask for SB 199 to be brought to the floor for a vote or sent to conference committee.

covid vaccine & kids
Freedom. Personal liberty. That's generally my focus.
When it comes to vaccines & healthcare, I believe freedom and TRUE informed consent should be the priority.
Personally, my family and I are avoiding the Covid jab like the plague. There's no way in the world I'd get one now and I'd fight like the mama bear I am before I allowed my kids to get one.
Maybe you feel differently, and that's ok.
However, it is NOT ok for this jab or ANY mRNA jab or ANY medical therapy or procedure to be REQUIRED of our kids in order for them to attend school. Period. This is a hill I'll die on.
Missouri's process regarding required vaccines
You may not know this, but it is only a small committee of bureaucrats that decide when a new vaccine gets added to the school requirement list in Missouri. There is no legislative oversight on that process.
The addition of a vaccine would probably go completely unnoticed until you got a call from the school nurse.
Frankly, I hate this process and would love to see the legislature put the burden back on the legislative process so that the public would have an opportunity to weigh in. But that's not happening anytime soon as far as I can tell.

Representative Bill Hardwick is Chair of the Emerging Issues Committee in the Missouri House of Representatives. Today, he is hearing a group of bills regarding vaccines.
Several of them are specific to Covid, one is concerning employer liability, but his primary concern is protecting our school kids. I applaud him for that!
Rep Hardwick and I agree that our school kids should NOT be required to take the Covid vaccine or ANY mRNA vaccine or other form of gene therapy in order to attend school. I'm thrilled he has sponsored a bill to address this and he's conducting a hearing today where his bill along with several others will be heard.
I hope you'll wholeheartedly support his bill and help us create a wave of grassroots voices across the House that would move them to action.
The lobbyists from the pharmaceutical industry and Chamber of Commerce will be working against us. The speaks volumes, doesn't it? The Chamber of COMMERCE. Why are they weighing in?? That's easy, right?

This is all about the flow of MONEY. Not our kids. I won't go down that rabbit trail, but make no mistake about it. They don't care about the health of your children.
one hiccup
There is one issue I have with HB 700, which has nothing to do with our kids, but with employee exemptions regarding mRNA vaccines or gene therapy. I love the intent of the bill in allowing exemptions for employees, including hospitals and universities. However, there is a term, "undue hardship" that is not defined clearly in the bill.
This section of the bill requires hospitals and employers who are public entities grant exemptions for religious, non-theistic moral beliefs, and for medical reasons UNLESS the employer suffers from an "undue hardship."
I don't prefer this phrase to be in the bill because it does allow a possible loophole for an employer to refuse an exemption request. However, our kids need to be protected and grownups have choices. IF an employer refused the exemption, there would need to be a lawsuit filed and the results of that suit would be crucial to how things move forward.
Likely, some employees would lose their jobs or be forced to be jabbed, because how many people do you know who are willing to sue their employer? It's not going to go well for them even if they win.
I would prefer this section be completely removed and these two issues on separate bills and without the "undue hardship" language. But still, I'm thrilled to protect our kids and I believe they are the priority.
So... is this tiny bit of dog poop in the brownie worth eating? For my kids... maybe it is.
Representative Boggs does have a stand alone bill on employer liability that we can support or even Rep Hardwick could separate his bill into two.
In an ideal world, I'd love to see Representative Hardwick's bill passed without the employer liability and then a liability bill without the undue hardship in it.

This bill has a long history but it's never been more important than it is today.
HB 2009 would do several great things, but these are my personal top two reasons why we need to get this bill moving again.
- Secure religious AND conscientious vaccine exemptions for our children in school WITHOUT jumping through hoops created by the county health departments
- No additional vaccines (Covid or otherwise) would be added to the school requirement list WITHOUT legislative approval
where is it at? stuck on Majority floor leader, deaN plocher's desk.
Plocher is in control of which bills come to the House floor for perfection. Regardless of how the bill came through committee, it is Plocher's decision whether or not the bill will be heard on the floor for debate and perfection.
He has 100% control of the passage of every bill. One person - total control. That's just one of the HUGE problems our legislative system has and it desperately needs to be changed...but that's a story for another day.
This bill has passed easily through two committees and yet is being held hostage by Plocher.
why?
Short Answer: Plocher is a sellout to the lobbyists and he likes to buy and sell the votes of his peers. He doesn't give a rats rear end about the people of Missouri. His interest is his pockets and his power - that's about it.
Right now, he's got the American Academy of Pediatrics to please, so he'd rather do that than protect our kids.
The primary opponent of this bill is the AAP.
So, what are their priorities? Here are a couple of interest to you right now.
- Removing RELIGIOUS exemptions on all vaccines
- REQUIRING more vaccines of children of all ages, including a Covid vaccine for young children.
- Pro abortion. They even support adolescents ability to get an abortion confidentially.
- Anti gun. They'd like to see bans on some weapons.
- Transgender agenda, including boys in girls locker rooms and women's sports
They obviously want to see this bill die and Plocher is their water boy.
why would any republican want to appease the aap?
Well, they shouldn't. But that's exactly what's happening.

I'm writing to request that you bring HB 2009 to the House floor for perfection. I strongly disagree with any additional vaccines being added to our school requirement list AND we need to protect our right to live according to our conscience. This right is given to us in the MO Constitution in Article 1 Sections 2 and 5.
I am the parent and I have the God-given right to CHOOSE what is best for the health of my children and family. Please put our wishes ahead of the AAP.

This bill reinforces our constitutional right to live according to our conscience and it downsizes our government in regard to required vaccines for schools.

Do you want more vaccines added to the school requirement list?
Not only this experimental Covid shot, but whatever else might be coming down the pipe?
Currently, in the State of Missouri, required vaccinations can be added to our school requirement list by direction from the Department of Health and Senior Services (DHSS) in coordination with the Department of Elementary and Secondary Education (DESE). No elected official is involved. Parents won't even know until after it too late.
I don't know about you, but in the current climate of Covid craziness and unknown future - that doesn't sit well with me. This bill would change the statute to require all new additions of vaccines to the school requirement list be approved by Missouri legislature. That means the PEOPLE and our elected officials would have a voice in the process and the power would be removed from the overreaching bureaucrats at DHSS.
do you want mo statutes aligned with the constitution?
This bill brings statute into alignment with the Missouri Constitution by requiring public schools to acknowledge religious AND conscientious exemptions at the written request of the parent. No more trips to the county health department to obtain a yellow card with a seal on cardstock. A simple letter will do.

- Requires DHSS to educate parents on what their rights actually are regarding exemptions
- Provides choice for private and parochial schools
- Gives college students living off campus a choice regarding the meningococcal vaccine
